Rajneeshpuram politically requested an election to become a city, and this historical documentary presents the whole hearing at Wasco County Courthouse, The Dallas, Oregon, USA. The video shows both sides: The supporters and the opponents with all their arguments. It documents also the whole procedure of the hearing process.

The documentary includes the video Rajneeshpuram - Expression of Rajneesh as a portrayal of the Ranch and its communal life which was shown in the hearing.
