And the audio we are talking about is indeed the same as OA's (s023) "Ek Ek Kadam #06".
Remove this note when correcting OA-audio ready.

(*4) Source of date is 1980 ed. of Mati Kahai Kumhar Sun (माटी कहै कुम्हार सूं). Copyrights in OMI e-book confirmes year 1969. However it seems Osho was in Bombay in that time, so either place or date is incorrect.

A number of the chapter titles have fairly political connotations. It is for this reason that the category was changed, from Meditation to Politics and Society. Some specifics:

One that really stands out is ch 6 of the e-book, "At the Crossroads of Social Change," which serves also as a chapter title in Swarn Pakhi Tha Jo Kabhi Aur Ab Hai Bhikhari Jagat Ka (स्वर्ण पाखी था जो कभी और अब है भिखारी जगत का) (twice, ie for two consecutive chapters) and Dharm Aur Rajneeti (धर्म और राजनीति), both fiercely political books. But all the titles in the e-book have political overtones except the first, which is also the title of the book. That chapter is very short in the e-book and non-existent in the audiobook. It could refer to any kind of change, personal or social, so as a unifying theme for the whole book, it would take on the prevailing tone of the rest of the chapters.

In the audiobook, some titles are different, so the political angle is not so evident. But there are two chapters with the word "revolution" in them, the last chapter is on birth control, always a good hot-button social change topic, and the first title, "India's fate," is frankly political. So all-in-all ...

About the presumption of before 1971, this has to do with Osho's salutations in his discourses: his greeting at the beginning and sign-off at the end. Laherubhai tells a story reported by Neeten's Osho Source Book (Bombay section) of a speech at Osho's birthday celebration in Dec 1970 wherein the speaker made some suggestion about Osho's salutations and after that they stopped (not what the speaker wanted!) Since the above was written, osho.com has updated their track listings to include a seventh discourse title (though still unavailable), जिज्ञासा, साहस और अभीप्सा, not particularly political but does not contradict anything, and still different from the earlier version of Ek Ek Kadam. June 2017 major update:

As we have seen above, the audio and book titles do not match up, at all really. There is only one title in common. It turns out that that's only the beginning of the convoluted and confusing story that is Ek Ek Kadam. The co-incidence of chapter titles between EEK and Swarn Pakhi is the tip of the iceberg of another aspect of this story. It has no fewer than four chapter titles in common with other books, and they are not only co-incidences of name, but the content is also the same. It makes EEK more a compilation than a true "first edition" of all-original material, hence its (on the surface perverse) inclusion in the Compilations category.

Shailendra has prepared a table (below) to make sense of it all, to track the various components. A summary:
