It is unlikely that this title has been published. It is mentioned:

in the CD-ROM: in the list of Titles to Minititles, but the text is not included. (Whereas the text of Two Hundred Two is shown.)

in the List of Early Books: "not found, but Pratap remembers it!".

in the list "Jan 1973" by Jeevan Jagriti Kendra publisher of Hindi Books in Print Lists.

in Thus Spake Mulla Nasrudin (1973.01), in a listing of Original English Booklets: In Press: New Mulla Jokes.

But it is not mentioned in the Lao Tzu Library Book List.

Perhaps One Hundred One was just a working title, and it was subsequently published as Meet Mulla Nasruddin, the book with 100 jokes on Mulla.
