The sutra

Of the best rulers

The people do not know that they exist.

The next best they love and praise.

The next they fear.

And the next they revile.

When they do not command the people's faith,

Some will lose faith in them,

And then they resort to oaths.

But (of the best) when their task is accomplished, their work done,

The people all remark, 'we have done it ourselves.'

Question 1

We often hear people say, "Whatever happens, happens for the best." What is the meaning behind this? Is this merely a consolation for the mind? Or is it that whatever happens is for the best? Or is it like the fox in Aesop's fables who pronounces the grapes sour because he could not reach them?
