The best indication of which of these two letters came first will likely be found in the transcriptions of course, but while we're waiting for that, we can look at a few other things. These other things will be based on our studies of the marks made in all the Anandmayee letters so far. If they pan out (according to the eventual transcriptions), then the patterns found in those studies can be given more solidity. If they don't pan out, then some tweaking or back to the drawing board. Yes?

Really, only one indication of all the possible ones from the marks supports the current arrangement whereby this letter is (2), and that is the order of the file numbers. But the letters are being processed, added to the wiki, in that order, the order of the file numbers, so this is how the situation has arisen. There is no great harm in leaving that way, since to change it would be somewhat arbitrary, so the current order can stay until info is in from a real Hindi speaker.
